Which session store ships in 2.4?

Postgres removed the Redis hop in load tests (p99 41 ms to 29 ms) but needs the migration in the runbook. Redis is what production runs today.

Keep Redis No migration this release. Move sessions to Postgres Run the migration Thursday.

Tighten the upgrade note?

Users upgrading from 2.2 or earlier should be aware that they may need to clear their cache in some cases.
